The resident project assumes the modernization of the diesel power plant in the village of Beringovsky during 2017-2019. It is planned to dismantle obsolete equipment, repair the premises of the power plant as a whole and install a new diesel-generator equipment.

The amount of investments will be 27 170 thousand rubles. The term of the agreement on the implementation of activities in the territory of advanced development “Beringovsky will be ten years. The number of new jobs created will be no more than 19 pieces. Almost 99% of the investments announced by the resident will be returned to him within ten years of project implementation due to the application of preferential tax rates.

The implementation of this project will improve the reliability of uninterrupted power supply for the operation of life support and housing facilities in Beringovsky, reduce the harmful impact on the environment through the use of modern equipment, create new jobs.

The fact of registration of the residents of the TOP is confirmed by the data from the Register of Residents of the Priority Development Area (PDA) on the official website of the JSC “Corporation for the Development of the Far East” http://www.erdc.ru/.

“To date, the residents of the territory of the leading socio-economic development” Beringovsky “are five enterprises, two of which plan to operate in the city of Anadyr, two more – in the Anadyr district, and one in the village of Bering. The Fund for the Development of Economics and Direct Investments of the Chukotka Autonomous Region took part in the meeting of the Interdepartmental Commission for the Organization of Interaction between the Executive Authorities of the Chukotka Autonomous Region, Local Governments of the Municipal Formations of the Chukotka Autonomous Region and Organizations of the Communal Complex of the Chukotka Autonomous Region for Implementing the Action Plan for Attracting Housing and Communal Services Economy of the Chukotka Autonomous Region private investment. The meeting was organized under the Department of Industrial and Agricultural Policy of the Chukotka Autonomous Region.

The project “Attraction of private investors in public utility systems” was created within the framework of the Action Plan on attracting private investments into the housing and communal services of the Chukotka Autonomous Region, approved by the Governor of the Chukotka Autonomous Region from June 20, 2016 No. 161-rg “On measures to attract Housing and Communal Services of the Chukotka Autonomous Region of Private Investments”.

The meeting was headed by Governor Roman Valentinovich Kopin. The moderator of the meeting was Andrei Shamilevich Mingazov, Deputy Head of the Department of Industrial and Agricultural Policy. Representatives of the responsible activities of the Department of Industrial and Agricultural Policy of the Chukotka Autonomous Region, representatives of the Committee for Tariffs of the Chukotka Autonomous Region, representatives of the Anadyr GD, the administration of the Anadyr District, the administrations of the Bilibino District, the administration of the Chukotkommunkhoz State Enterprise, Commercial organizations of the district in the sphere of housing and communal services. By means of telephone communication channels, the heads of other settlements of the Chukotka Autonomous Region were connected to the meeting.

Within the framework of the meeting, the results of the conducted works were summed up, including:

  • organization of the project office on the basis of the State Institution “Management of Capital Construction of the Chukotka Autonomous Region”;
  • conducting a large-scale analysis of consumption standards in the context of populated areas and normative legal acts of the Chukotka Autonomous Region,
  • analysis of resource consumption levels in countries with similar climatic and weather conditions,
  • development and preparation of recommendations for making the necessary changes to the regional legislative base,
  • summarizing the preliminary negotiations with potential and current investors in the housing and communal services sector,
  • requesting and collecting information and materials on the existing schemes for heat, water and electricity in municipal administrations districts, city districts, organizations of housing and communal services, data on facilities and complexes of the infrastructure for generation and transportation of heat, electricity and the system of water supply of settlements of Chukotka,
  • etc.

The Department of Industrial and Agricultural Policy of the Chukotka Autonomous Region, the results achieved within the framework of the project “Concessions – Challenges for Entrepreneurs of Chukotka” are assessed as acceptable.

The main theme of the speech of each of the parties involved is the stages and mechanisms for optimal phased interaction in the implementation of the large-scale Chukotka Autonomous Region Project “Attraction of private investors in communal infrastructure systems” and the construction of a plan for its further successful implementation.

The main message of the report for the Fund is the potential growth in investments in the housing and communal services sector and the need to search for new ways to optimize investor costs and apply existing support mechanisms to investors in the region. It is also proposed to apply the existing mechanisms of the Beringovsky PDA, regional programs for supporting investment projects and public-private partnership mechanisms with the support of the Government of the Chukotka Autonomous Region during the period of the phased implementation of the Project.
